Who Needs a Commercial Fire Risk Assessment?

Under the Regulatory Reform (Fire Safety) Order 2005, almost every non-domestic building in England and Wales must have a suitable and sufficient fire risk assessment. The duty sits with the "responsible person", usually the employer, the business owner, the landlord or whoever has control of the premises, such as a managing agent.

This applies to offices, shops, restaurants, hotels, warehouses, schools, places of worship and community buildings. It also covers the common parts of blocks of flats and HMOs, such as shared stairways, corridors and entrance halls.

The 5 Steps of a Fire Risk Assessment

Government guidance sets out five steps, and every assessment we carry out follows them:

  1. Identify fire hazards: sources of ignition, fuel and oxygen, such as electrical equipment, heaters, cooking, stored materials and waste.
  2. Identify people at risk: staff, visitors, customers, contractors, and anyone especially vulnerable, such as people working alone or with limited mobility.
  3. Evaluate, remove or reduce the risks: check escape routes, fire doors, detection and alarms, emergency lighting, signage and firefighting equipment.
  4. Record, plan and train: record the findings, prepare an emergency plan and make sure staff know what to do.
  5. Review regularly: keep the assessment up to date, especially after changes to the building or how it is used.

What Changed Under the Building Safety Act 2022?

Since 1 October 2023, new rules under section 156 of the Building Safety Act 2022 have strengthened the Fire Safety Order. All responsible persons must now:

  • record the full fire risk assessment in writing, whatever the size of the business
  • record the name of the person or organisation who carried out the assessment
  • record their fire safety arrangements and how fire safety is organised and managed
  • co-operate and share information with other responsible persons in the same building

Fines for some offences are now unlimited, so a written, professional assessment is more important than ever.

How Often Should a Commercial Fire Risk Assessment Be Reviewed?

The law says a fire risk assessment must be reviewed regularly, but it does not set a fixed date. Many businesses and insurers review it every year. You should also review it straight away if:

  • you alter the layout, extend the building or change how it is used
  • the number or type of people using the building changes
  • you bring in new equipment, processes or stored materials
  • there has been a fire, a near miss or a visit from the fire service

What Affects the Cost of a Commercial Fire Risk Assessment?

Our commercial fire risk assessments start from £154.99, as shown in the pricing plans above. The price depends on:

  • the floor area and number of storeys
  • the type of premises and how it is used
  • how complex the layout and escape routes are
  • the number of occupants, including sleeping or vulnerable people
  • whether existing fire safety records and drawings are available

Most assessments also highlight related checks, such as fire alarm servicing, emergency lighting certificates, fire extinguisher servicing and fire door inspections, and we can arrange these in the same visit.

What is a Commercial Fire Risk Assessment?

A Commercial Fire Risk Assessment (FRA) is a comprehensive inspection of your business premises to identify fire hazards, evaluate existing fire safety measures, and ensure compliance with current UK fire safety legislation. It helps protect employees, customers, visitors, and business assets by reducing the risk of fire.

Commercial Fire Risk Assessments are recommended for a wide range of premises, including offices, retail stores, warehouses, restaurants, hotels, schools, healthcare facilities, factories, industrial units, and mixed-use commercial buildings. Most businesses have legal responsibilities to manage fire risks.

Our assessment covers fire alarm systems, emergency lighting, fire doors, escape routes, fire extinguishers, fire safety signage, electrical fire hazards, housekeeping standards, and storage areas. You’ll receive a detailed digital report with findings, risk ratings, and practical recommendations.

The inspection time depends on the size and complexity of your premises. Most commercial assessments take 2 to 6 hours, while larger or multi-storey buildings may require additional time.

If any fire safety concerns are found, they will be clearly documented in your Commercial Fire Risk Assessment Report. You’ll receive risk ratings, photographic evidence (where applicable), and practical recommendations to help address the issues, improve fire safety, and maintain compliance with UK fire safety requirements.
