Who Is Responsible for an EICR on a Commercial Property?
Electrical safety in commercial premises falls under the Electricity at Work Regulations 1989. These rules place a duty on employers, the self-employed and anyone in control of premises to keep electrical systems maintained so they do not cause danger. A commercial EICR is the standard way to show you have checked the fixed wiring and acted on what was found.
Who arranges the inspection usually depends on the lease:
- Single-let property on a full repairing lease: the tenant is normally responsible for the electrical installation within the premises they occupy, including the EICR.
- Multi-let buildings: the landlord usually looks after the landlord's installation and common parts, such as risers, landlord supplies, communal lighting and plant rooms. Each tenant is normally responsible for the installation inside their own unit.
- Serviced or short-term lets: the landlord or operator normally keeps control of the electrical installation and arranges the EICR.
Always check the repair, maintenance and compliance clauses in your lease. Even when the duty sits with the tenant, landlords and managing agents should ask for a copy of the current report at the start of the lease, at renewal and when the property changes hands.
We inspect common parts and individual units, and can provide separate reports for the landlord and each tenant so responsibilities stay clear.
How Often Does a Commercial Property Need an EICR?
The interval depends on how the building is used. The table below shows the maximum periods recommended in the IET's Guidance Note 3 for common types of commercial premises:

These are maximum intervals, not targets. Your electrician will set the date of the next inspection on the report and may recommend a shorter period if the installation is old, heavily used, has been altered or showed defects. You should also arrange a new inspection when a new tenant moves in, when the use of the building changes, after major alterations, or if your insurer asks for one.
Is a Commercial EICR a Legal Requirement?
No law names the "EICR" as compulsory for commercial premises in the way the 2020 regulations do for private rented homes in England. However, the Electricity at Work Regulations 1989 require electrical systems to be maintained to prevent danger, and periodic inspection and testing is the accepted way to show you have done this.
In practice, a current commercial EICR is often requested by:
- buildings insurers, especially after a claim or at renewal
- landlords, managing agents and incoming tenants
- lenders and buyers during a sale or refinance
- fire risk assessors, who check that the fixed wiring has been inspected
Without a recent report, it is much harder to show you met your legal duty if a fire, injury or electrical failure is investigated.
What Affects the Cost of a Commercial EICR?

- Number of circuits and distribution boards: this has the biggest effect on how long testing takes, which is why many commercial EICRs are priced by circuit or by board.
- Size and type of premises: a small shop takes far less time than a multi-floor office or a warehouse with three-phase supplies.
- Access and working hours: testing out of hours, at weekends or around trading to avoid disruption can change the cost.
- Age, condition and records: up-to-date circuit charts and previous reports make the inspection quicker. Older or undocumented installations take longer to trace.
- Remedial work: any repairs needed to clear C1, C2 or FI items are quoted separately once the inspection is complete.

Is a commercial EICR the same as an electrical safety certificate?
Yes. When businesses, landlords or managing agents ask for a commercial electrical safety certificate, they almost always mean an EICR. It reports on the condition of the fixed wiring, distribution boards, circuits and protective devices. Portable equipment such as kettles, computers and extension leads is checked separately through portable appliance testing (PAT).
What do the codes C1, C2, C3 and FI mean on an EICR?
C1 means danger is present and immediate action is required. C2 means a potentially dangerous defect that needs urgent remedial work. C3 is an improvement that is recommended but not essential. FI means further investigation is required. A report with any C1, C2 or FI observation is classed as unsatisfactory until the remedial work has been completed.
